Early reports quoted the gunman's brother as saying that his brother (the gunman) had been frequently harassed on base by other soldiers because of his ethnic background. Apparently, several attempts were made to request discipline for those involved and then later, attempts were made to buy out of his contract with the army (he was denied).

If these allegations were true, that's probable motive.

So the guy just tries to keep to himself, and is teased to hell.
He tries to get justice, that fails.
He tried to get the hell out of dodge, and that fails.
So he.. shoots the place up.
